Our team is undertaking a focused research initiative on bail reform in Pakistan, examining the challenges associated with pre-trial detention and access to justice. Our research seeks to identify systemic shortcomings and explore practical legal, policy, and institutional reform to promote fairness, due process, and individual liberty.
Two of our people, Bilal Hasan Minto and Muhammad Usman, provide ongoing technical support to Adam Smith International(ASI) under the REMIT Pakistan initiative, funded by the UK Foreign, Commonwealth & Development Office (FCDO). Building on their contribution to the development of a federal Regulatory Reform Package, they are currently supporting the initiative’s fifth phase, aimed at improving the business environment, strengthening governance, and promoting sustainable economic growth.
One of us, Bilal Hasan Minto, was engaged to review and redraft the Asaan Karobar Bill (now “Act of 2025”), a key legislative initiative aimed at streamlining Pakistan’s regulatory framework for businesses. Along with our Muhammad Usman, Bilal worked closely with institutional stakeholders, to develop a legal framework designed to facilitate market entry, reduce compliance burdens, and enhance regulatory clarity for businesses, entrepreneurs, and investors.
Both Bilal Hasan Minto and Muhammad Usman were engaged by REMIT Pakistan to support the implementation of the Asaan Karobar Act through the drafting of the Asaan Karobar Rules. Their work includes developing the institutional and regulatory framework for business registration, digital integration, and stakeholder engagement to facilitate effective implementation and improve the ease of doing business in Pakistan.
Saram Israr conducted workplace harassment awareness training across public sector universities under the ACU Martha Farrell Gender Grant Initiative. The training focused on prevention of workplace harassment, awareness of rights and responsibilities, reporting mechanisms, institutional accountability, respectful workplace practices, and the promotion of safe and inclusive environments. The project complements his litigative experience representing parties in proceedings under the Protection against Harassment of Women at the Workplace Act, 2010.
Bilal Hasan Minto and Muhammad Usman have supported Palladium under the FCDO-funded Evidence for Health (E4H) Programme in assisting the Health Department, Government of Khyber Pakhtunkhwa, with the revision of key health sector laws, rules, and service structures. This includes drafting and refinement of the KP Public Health Act, 2026, alignment of the province’s public health framework with the International Health Regulations, 2005, and broader efforts to strengthen institutional capacity, accountability, and evidence-based decision-making within the health sector.
Our partner law firm, Minto, Saram & Usman, Advocates & Legal Consultants (MSU) was involved in drafting a report on Women’s Marriage Rights in Pakistan, commissioned by the Centre for Human Rights in collaboration with the American Bar Association Rule of Law Initiative. He also participated in stakeholder consultations examining the legal and practical challenges affecting women’s marital rights, helping inform discussions on legal reform, policy development, and access to justice.

Our partner law firm, Minto, Saram & Usman, Advocates & Legal Consultants (MSU) contributed to national conversations on drug policy reform through a policy brief critically analyzing the Control of Narcotic Substances Act, 1997. Led by our Muhammad Usman, the brief was presented at a high-level consultation co-hosted by Justice Project Pakistan (JPP) and the Canada Fund for Local Initiatives (CFLI), exploring pathways towards a more effective, evidence-based, public health, and rights-oriented approach to drug policy in Pakistan.

Muhammad Saram Israr was engaged by Lahore University of Management Sciences (LUMS) to review and draft the Institutional Safeguarding Policy. This required strengthening safeguarding mechanisms, reporting procedures, accountability structures, ethical conduct standards, and protection measures designed to create a safe environment for students, staff, and stakeholders. He also contributed to the review and development of the Gender Equality and Inclusion Policy, aiming to strengthen equality, accessibility, diversity, participation, and non-discrimination across institutional policies and practices. Saram also advised Friends of LUMS UK, (a charity registered in England & Wales), in drafting Sanctions Compliance, Donor and Cause Selection, and Donation & Spending Policies. He also drafted Anti-Money Laundering and Counter Terrorism Financing Policies for both LUMS and Friends of LUMS UK.
Saram was engaged by the Pakistan Institute of Fashion & Design (PIFD), Lahore to draft and review key governance documents and institutional statutes. This included the development of service statutes, pension and gratuity statutes, statutes dealing with provident funds, and efficiency & discipline aimed at strengthening institutional governance, administrative capacity, regulatory compliance, and transparent decision-making within the university.
